Issuance of Non Preferential Certificate of Origin (“COO”)
Ministry of Commerce, Government of India has notified certain agencies which are authorised to issue “Non-Preferential Certificate of Origin (COO)” in accordance with Article of International Convention Relating to simplification of Customs Formalities 1923. These COOs evidence origin of goods and do not bestow any right to preferential tariffs. List of notified agencies is provided in Appendix-4C of Handbook of procedure Vol.1.
All exporters who are required to obtain COO may apply to any of the agencies enlisted in Appendix-4C of Handbook of procedure Vol.1. with following documents.
Certificate of Origin (Non- Preferential)– Issuance by Deccan Chamber of Commerce Industries and Agriculture Pune.
The Deccan Chamber of Commerce, Industries & Agriculture, Pune is authorised to issue Certificate of Origin (Non-Preferential) vide public Notice 67/(RE-2005) 2004-09 New Delhi 16th November 2005 issued by the Office of Director General Of Foreign Trade, Ministry of Commerce Udyog Bhawan, New Delhi.
DCCIA also issues E – Certificate of Origin which is issued online and does not require physical submission of documents.

The above fee is collected to meet the various expenses related to issuance of Certificate of Origin, though the maximum free prescribed under FTP is Rs.100 per certificate, the chamber charges the rate indicated above well below the prescribed fees.
DCCIA is only the second Chamber in entire Pune to have such authorization. Preprinted certificate of origin forms can be obtained from DCCIA office at a nominal cost. Exporters can get the certificate of origin and allied documents duly attested and signed by one of the authorized signatories.
